I'm going to try and go through this quickly. We accused Iraq of having WMD for years. We invade on the pretense that we "know" they have them. Today I see this article, CIA admits lack of specifics on Iraqi weapons before invasion. This would lead one to believe that the best we had was an, ahem, educated guess. Remember what was said before the war? Here is a reminder, "Time is Running Out" on Saddam Hussein, Bush Says. This from Ari:

"He's been given a final chance to disarm. And, regrettably, we've seen no evidence that he has made the strategic choice to disarm and to come into compliance with the United Nations. We first saw this in the Iraqi declaration, which the world agreed was inadequate, and Saddam has not complied and, therefore, time is running out," the press secretary said.

So we knew he had them, we knew had not disarmed, but we still haven't found anything. I also see today that the UN still waiting for US report on Iraq weapons. This would lead me to believe that the report is not flattering to the administration. So now it's time to shine the light on others so nobody notices this. So to sum up: He has WMD and is not disarming, we know he has them and we know where they are, we haven't found any, but now we know these people either have or want them so they are next.
